Occidental Petroleum Corporation (OXY) has appointed WCW (Willie) Chiang as Executive Vice President, Operations. In his new role, Chiang will have oversight for Occidental’s Midstream businesses and will also be part of the company’s strategy, reserves, and corporate-wide capital allocation processes.

Chazen had this to say about the appointment: “Willie brings to Oxy over 30 years of energy industry experience, a deep knowledge of the downstream and midstream sectors, and a proven track record for optimizing asset values through the supply and trading of a company’s commodity portfolio. Throughout his career he has demonstrated strategic vision and strong leadership of complex global operations. Willie will be an outstanding addition to Oxy’s senior management team.”
Since 1996, Chiang has held responsible positions at ConocoPhillips, most recently as Senior Vice President, Refining, Marketing, Transportation and Commercial. Previous ConocoPhillips roles included Senior Vice President, Commercial and President, Supply and Trading, Americas.
Before joining ConocoPhillips, he spent 6 years with Powerine Oil Company in Los Angeles and 9 years at Chevron. He has also served on the boards of DCP Midstream and Chevron Phillips Chemical, and has been very involved with the American Petroleum Institute.
Chiang holds a Bachelor of Science in Mechanical Engineering from the South Dakota School of Mines and completed the Advanced Management Program at the University of Pennsylvania’s Wharton School of Business
